Moving the sink is the change that converts a kitchen project from a finish job into a permitted trades job. It is also the change most likely to be quoted by someone not licensed to do it.

Johnson County's contractor licence classes that cover remodeling — Class A, B and C — all explicitly exclude plumbing, electrical, HVAC and fire protection. Plumbing carries its own class. In Kansas City, Kansas, trade masters hold a separate master's licence with Building Inspection. Whoever manages your project may be entirely legitimate and still not be the person permitted to move your waste line.

The permit position is consistent

This is one of the few areas where the metro largely agrees. Independence states plainly that plumbing work requires a permit. Overland Park's cabinet exemption expressly does not extend to the plumbing modifications that accompany cabinet work. Kansas City, Missouri requires a separate trade permit application alongside the building permit.

What actually drives the difficulty

Distance and access. Moving a sink a short way along the same wall is straightforward; moving it to an island or across the room means routing supply and waste with the right fall, which depends on what is under the floor. If the kitchen sits above an accessible basement or crawlspace that work is considerably simpler than if it sits on a slab.

Common questions

Does moving a kitchen sink need a permit?
Assume yes. Independence requires a permit for plumbing work outright, Kansas City, Missouri requires a separate trade permit, and Overland Park's cabinet exemption explicitly excludes plumbing modifications.
Can my remodeler do the plumbing?
Only if they hold the plumbing licence class or subcontract to someone who does. The Johnson County remodeling classes do not cover plumbing work, and that is checkable in the county's public register.
