Kitchen Remodeling in Kansas City, KS

Kansas City, Kansas has the oldest housing stock of any area on this site, which makes the pre-1978 question below more likely to apply here than anywhere else in the metro.

Drawings, but not always a plot plan

The Unified Government requires scaled drawings with every residential permit application. Sealed plot plans are required for new construction, room additions, pools and accessory structures — but explicitly not where the application is for interior alteration or repair only, or where the work does not enlarge or alter the footprint of the structure.

A kitchen remodel that stays inside the existing walls therefore needs scaled drawings but not a sealed plot plan. Replacing any electrical, mechanical or plumbing system carries its own permit. Applications are reviewed under the International Residential Code as adopted by the Unified Government.

Applications go by email

This is the practical difference that catches people out. Where the other cities in this metro run online portals, the Unified Government's Building Inspection division takes applications by email, split into messages of 25 megabytes or fewer, with a voicemail line for follow-up. It is not worse, but it is slower to iterate on, and it rewards getting the submission right first time.

How old the housing is, and why it matters

Share of local housing built before 1978, 63.3 to 75.7 percent 63.3%–75.7% built before 1978 0% 100%

Of roughly 64,000 housing units here, 63.3% were built before 1970. A further 12.4% went up between 1970 and 1979, so somewhere between 63.3% and 75.7% predate 1978 — the year that decides whether federal lead-safe rules apply to your project.

That matters because work disturbing paint in a pre-1978 home must be done by a firm certified under the EPA's Renovation, Repair and Painting rule. It narrows who can take the job and changes how the site is contained. Owner occupancy here runs at 60.9%; the rule does not generally apply to owners working on their own home, but it does apply to rental property.

Housing figures: American Community Survey 2024 5-year estimates, tables B25034, B25077 and B25003. Median home value here is $167,400 — context for scale, not a guide to what a remodel should cost.
