Kitchen Remodeling in Olathe, KS
Olathe has the newest housing stock of any area on this site, and the fastest published permit review — a combination that makes it one of the more straightforward places in the metro to remodel.
Review times are published, and they are short
The city gives general lead times of five business days for residential plan review and fifteen for commercial. Better still, residential applications that only require review by the Building Codes division may be handled as Express Permits, typically reviewed in one business day at no additional charge. A kitchen project that does not pull in engineering, stormwater or fire review is a good candidate.
Permits are issued and active for 180 days, and work must begin inside that window or the application has to be made again. Once construction has started, scheduling the required inspections is what keeps the permit in good standing.
The county licence, and the exception to it
At permit issuance the city verifies that all contractors are active with Johnson County, and individual names must be listed as permittees. There is one exception worth knowing: the owner of a single-family residence may act as their own general contractor and obtain a permit — but only where the home is occupied and used as their primary residence.
How old the housing is, and why it matters
Of roughly 54,594 housing units here, 10.8% were built before 1970. A further 13.7% went up between 1970 and 1979, so somewhere between 10.8% and 24.5% predate 1978 — the year that decides whether federal lead-safe rules apply to your project.
That matters because work disturbing paint in a pre-1978 home must be done by a firm certified under the EPA's Renovation, Repair and Painting rule. It narrows who can take the job and changes how the site is contained. Owner occupancy here runs at 74.8%; the rule does not generally apply to owners working on their own home, but it does apply to rental property.
Housing figures: American Community Survey 2024 5-year estimates, tables B25034, B25077 and B25003. Median home value here is $364,700 — context for scale, not a guide to what a remodel should cost.
